# General Controls

Baseline FDA requirements that apply to all medical devices regardless of class.

## Definition

General Controls include establishment registration, device listing, premarket notification (where required), prohibition of adulteration/misbranding,  [labeling](/terms/labeling), GMP/QS requirements, and recordkeeping. They form the floor under every device class. 

What the regulation says

General Controls are foundational regulatory requirements applicable to all medical devices, regardless of their classification, as mandated by the FDA under the Federal Food, Drug, and Cosmetic Act. These controls are outlined in various sections of 21 CFR, including requirements for establishment registration (21 CFR Part 807), device listing (21 CFR Part 807), and  [quality system regulation](/terms/qsr) (21 CFR Part 820). General Controls also encompass provisions against adulteration and misbranding (21 CFR Part 801), appropriate medical device  [labeling](/terms/labeling), and adherence to Good Manufacturing Practices (GMP) or Quality System (QS) regulations, which are crucial for ensuring device safety and effectiveness. 

## What this means in practice

Class I devices are typically regulated by General Controls alone; Class II adds  [Special Controls](/terms/special-controls), and Class III requires  [PMA](/terms/pma) on top of both.
